New boots and clips are pretty tough to push on.
An old mechanics tip is to spray some clear silicone down the wire into the boot, slide the clip on the wire down a bit and snap it on the plug. The boot should slip down on over the plug nice and snug once the clip snaps on.
BTW, clear silicone is a nice way to keep silicone wires nice and clean
