The speedo is setup by the VSS sensor on a a '99 and is adjustable through the BCM (body control module) which can be done by anyone like a dealer or a tuner like Superchips. SCT's cannot do this.
I'm not sure how removing the needle and moving it around would work but it sounds like you would damage the interior workings. It would certainly be off at other speeds because the mph is measured in either current or voltage.

I could be wrong, but generally tuners are VIN locked to the truck they're used on, so you can't use them to set different trucks, except as code reader.

EDIT: It should be noted that the test link above is for diagnostics testing of the guages for proper reading. It's not for bending or removing speedometer needles. The three positions listed are for voltage checks from the BCM as reference points.
